    Unfortunately much of what has been reported is not entirely accurate.

    In order to provide some clarity to the public on how operational officers are dealing with this please read the below guidance around E-scooter use.

    Policing style:
    The approach from the Metropolitan Police Service (MPS) is to support the government trial of this new mode of transport.

    There has been a significant amount of media information released, some of which is not accurate, and this may have led some sections of the public to believe that the use of E-Scooters has been made legal from Saturday 4th July.

    This is not the case and the legal exemptions coming into force only apply to those E-Scooters which are part of the approved schemes. However, at this time there are no approved schemes currently running in London. Further details will be published in the coming weeks when a provider has been identified.

    The policing style, at this time, in regards to E-Scooter use will be one of engagement and education in the first instance. With enforcement undertaken at officers discretion taking into account repeat offending or behaviour/use of an E-scooter which poses a particular risk.

    Legal considerations:

    Only E-scooters part of the official scheme will be afforded exemption from current legislation, once an operator has been selected for the London trial they will provide easily recognisable scooters for hire.

    For the hire scheme E-scooter trial all riders will be required to be 16 or over and have either a provisional or full driving licence although there will be no specific category that covers the device.

    E-scooters should not be ridden on the pavement. But you should expect to see them in the road or in cycle lanes.

    Personal E-scooters will continue to be subjected to existing legislation under the Road Traffic Act and should be viewed much in the same way as any other powered 2 wheeled mechanically propelled vehicle (mini-moto, scrambler bike etc.). Accordingly offences such as no insurance and not in accordance offences may be considered as applicable to anyone riding one on a public road. However, we will bear in mind the comments above in relation to media releases, policing style, and appropriate use of enforcement powers. essentially lee way will be given due to being mislead by the media

    E-scooters are mechanically propelled vehicles and anyone driving one whilst intoxicated may be committing an offence. However, any offences regarding drink/drug drive are likely to fall under Section 4 RTA 1988. Section 5 RTA 1988 applies to motor vehicles only and is unlikely to be applicable to E-scooters.
